Hi, I have a question: what the "Offer Accepts" category mean? I am from France, so it's mean that I can't promote products that "Offer Accepts" it's for USA only?
The "Offer Accepts" tell you where you can promote the offer, for example: "Traffic from United States Only" means that the merchant only accept US traffic and other countries traffic will be redirected to a generic, often non targeted offer. So the answer to your second question is no, you can promote it wherever you are. Art.
Exactly what Art said. Also, most companies have a re-direct so that if you WERE promoting that offer to say France than Azoogle (or other companies) would show a different offer. This will mess up your campaign badly. Be sure that you are promoting the offer to the right country.

You can promote whichever product you want in Azoogle. You either won't see the offer or it will say "approval necessary before running this offer" So it doesn't matter which offer, which country, where your from, etc... Just grab an offer ensure you're advertising to the right country and start promoting it.
