How can you say that it is best part of off-page SEO? It even doesn't give relevant links, it just send traffic, and these traffics are not targeted traffic. I have seen traffic from social media sites, doesn't convert at all, very hard. In SEO, it just give social signal, but you have to understand other important aspects of SEO too. Any link which is relevant, giving some traffics is good link today.
I tend to agree - Social Media Marketing only supplements good on-page and off-page SEO. For good off-page, there are only two or three basics to remember: get quality high PR backlinks that are relevant to the niche and then go for link diversity afterwards, with social signals. Of course, this is AFTER doing effective keyword research - without which, most SEO'ers are wasting much of their time, if they haven't done KW research first.
Off page SEO or search engine optimisation is doing things off site to improve your sites search engine rankings. The only thing you can do off site to incraese your rankings is build up more links. More links will generally lead to better Google PageRank and better search engine rankings.

It cannot be emphasised high enough about keyword research, so I will mention it again - do your keyword research. Check the top 3 for the searches - check their on-page SEO - are they targeting the same keyword as you? What is the age of their domain? What authority do they have? What is the CPC (cost per click) for the keyword (above $1 is good). Get your on-page SEO done right and with your keyword research done, you shouldn't have much problem in getting on page 2 or even low down on page 1 of Google pretty quickly, without ANY need for off-page SEO. To hit the top 3 or #1, then do as coloma21 suggests - high PR contextual backlinks backed up with social signals. Have done this many times for clients - it works.
