Isn't Link Baiting considered unethical? Also, there is no point focussing on off page SEO aka Link Building, if you don't have quality content. Get your content up first.

I strongly believe that link building and content optimization are two different things. As if you want to enhance and would like to get results in search engines. You have to focus on both content and seo. As it's of no use to just put content at website don't optimize that in search engines

"Regularly updated content" — important, yes. But... Many websites (like mine) contain articles whose content is timeless and does not change. For example, my website — www(dot)jimfeeney(dot)org — contains about 340 sermons and Bible studies that I have preached or taught. I'm a retired pastor and Bible college teacher. Once written and published, those do not need to be regularly updated, nor should they be. However, for my website (not just the individual pages) to be considered as fresh and current by the search engines, it is important that I continue to add new articles. So yes indeed, in that sense, "regularly updated content" is important.
By mean of "regularly updated content", in my opinion the best practice is at least update 2 new articles weekly to stay fresh.

Regularly updated content is a bit ambiguous. I'd say keep your website updated, rather than its content. The content can be outdated for all we know, but fresh content must be added to keep it relevant and in the loop.
The only content doesn't help you to get a link but it should be a quality content that may solve the problem of others or educate them to be a better. Getting a back link only through quality content is a bit slow process and doesn't help you much compare to your competitors. I would say off page link building is as much important as building a quality content. Your website or blog will be better known to world only by participating in community like social media community, blog participation, value contribution to forum, quest posting or quality content submission, and building better relationship with your peers. Link submission to directories, and other listing sources are not given much importance by search engine. Though link exchange, cross linking, link baiting etc will let your website or blog down anytime by any Google or search engine updates. You should always keep in mind the quality and ethical link building. With ethical link building like I discussed above, Google algorithm think of importance of any website and thus rank it up for better SERP.

Yes, that would work for some. Unfortunately, I don't have the time or energy available to do that. The website is doing fine without a blog, getting about 40,000 monthly unique visitors.
Is it Off page SEO strategy ? I think its methods for submission your link. Link building one of the major part for ranking but we should care about quality content,follow search engines algorithm, webmaster, On page etc.
