If you want to buy OEM software -- only buy from a reputable hardware seller such as NewEgg in the United States. Proper licenses and support comes with that software. But, be aware that in some cases you will not be able to upgrade your computer and reinstall the OEM version of the software.

99.999% of online companies in your gmail spam folder or who contact you out of the blue via email sell pirated, potentially trojanned and/or virus infected software. They may also be more interested in reselling your identity and credit card to criminals. If you want to buy pirated software, go to a flea market or one of the knock off markets in Asia.

There is only one policy to follow. Never do business with people who contact you through unsolicited email, phone calls, or visits to your door. Only do business with people that you have consciously sought out.
