Every month hundreds of websites catering to freelance programmer are starting, however very few succeeds, for the simple reason that once you have finished project assignment/homework and submitted to the buyer, the buyer refuses to pay up, or even if they pay, they can file a chargeback. So unless a freelance programming sites have got strong dispute resolution policies, do not invest much effort unless you are paid for the first time.
I am using Odesk right now as I type this. So far it has been an awesome way to outsource. The cool thing about Odesk is that they have a unique piece of software that the freelancer/provider keeps open while they are working that logs time. They are then paid automatically from the buyer at the end of each week. The software takes snapshots of the buyers desktop every 10 minutes or so and records the activity level (ie.. # of keystrokes) of the freelancer. This gives the buyers a lot more trust in the process because they can see the work as it is being done. Being a buyer, the biggest hesitation I have about outsourcing is committing a sum of money to a freelancer that I really don't know a lot about or have legal recourse against if they decide to take the money and run. The Odesk software reassures me that the money I am paying is going toward the work that needs to get done.
i personally use getafreelancer.com. I heard rentacoder.com is good too. just make sure people have lots of ratings before you get them to do your freelancer work.
