Do you want one way links to your site? If you do then articles would be good, they are free and don't take to long to submit. It also depends on what sorts of links you want. If you want ones just to boost PR then your best buying cheap links in keyword specific directories or sites that have a decent PR. If you just want any links to your site you can do a few simple link exchanges, ask members on DP if they're interested.
Easiest, quickist and cheapest are probably directory submittions... It doesn't work the best though. Also try article submissions. It is very time consuming, but you can use a service like isnare.com to speed it up

getting links is work. You have to find sites that may link to you, write the description, mail them. Find directories that will take your link etc. It's all work. Buying high pr-links is less work, more money. Still you have to find a topical site, with few bought links on it and then offer them something which they feel is reasonable. This is why text-links-ads is popular: it's easier on the buyer, they don't have to go out and find relevant websites.

You may find a lot of link partners at www.linkwizard.net database This will save you time. You do not need to find them by hand, e-mail and wait for answers. Manual and automatic exchange methods are available.
I find blogs work well. If you're interested in the topic just search for blogs with articles that are related. Once you've read the post leave a little comment. There's a place for a link as well. Just make sure you're comment is pertinent as most comments are read by webmasters and manually approved now.
