Would this count as blackhat at all, as the links won't really exist? If so, then I'll have none of it, if not, then how can that be?

Whether it's blackhat or not, it's definitely interesting. I'm going to look into it, and see what I can find.

    Qryztufre,
I wouldn't define this as blackhat, some sort of grey SEO rather.
But would definitely not advice to use this sort of link building for white projects.
For MFAs, sattelites or general directories this may be a way to go.
Still needs to be tested more deeply. So far I have this links in my backlinks and no negetive reaction from Google so far.

mitch is right. And also, .gov sites are run by humans, smart ass ones. I guess they cover up pretty much everything .. I guess one can get several links on PR0-1 pages, sitewide.. But as many said, there's no difference from a pr6 .info links and a pr6 .gov link wich you wont get.

Prove me wrong, I wont mind. In fact, if you do so, I'll try the method myself
    Cheers

    DonPedro,
Site-wide links have nothing to do with this.
The links doesn't actually exist on a site, you xss it through the URL for the bot to see it.

It is a great tip. But I would suggest only to use it as a 3-way linking.
It is not a .gov domain, but a .by domain. Gov is just the name of the subdomain.
    Thanks anyway.
