The New Orleans Police illegally seized weapons from citizens that needed to protect itself while at the same time some New Orleans Police were deserting or looting.

If a natural disaster strikes the police may be your worst enemy.

The 2nd Admenent is supposed to protect and guarentee the right to keep and bear arms. What happened here?

Gun seized after Katrina? NRA wants you

Not only did they seize guns and hold people in detention camps, they brought in Blackwater as paramilitary to police the city.

There is a lot about the Katrina story the average Joe Blow doesn't know.

Katrina. Most people are oblivious to the fact that Blackwater is now the world's largest private army, with a small airforce and small navy.

Their next "market" is going to be domestic/civil defense. It's a dangerous way to get around posse comitatus.

I thought that there are suppose to be National Guards? Enriching such for profit military and entrusting to them the safety of general civilians is the last thing I would do. This is the job of the law enforcement units. If they do not have enough manpower, the National Guards should be activated.

This is the standard procedures of normal nations, I cannot think of other nations who would do that especially from what I read such private armies' services aren't actually cheap and all these are tax payers' money.

Louisiana's governor, Kathleen Blanco, and the city's mayor, Ray Nagin were the most responsible.

    Points:
1)Two-thirds of the police force is gone
That's correct, over 2/3 of the New Orleans police department just left, and now they are trying to entice them back with taxpayer funded trips to Vegas. FEMA has no plan (but probably should) for such a catastrophic power vacuum, which did little more than strengthen the anarchy. Why the police just left instead of doing their jobs is unknown, but perhaps this may explain it.
    2) National Guard Troops?
Louisiana had 8,000 troops in state and at the disposal of the governor, in addition to the guardsmen available from neighboring states. Reports indicate that the Arkansas National Guard was able to respond before the Louisiana National Guard. There are over 30,000 troops on the ground now. Having troops wasn't the problem; getting them there, you could argue, was. More on that later.
    3) Racism?
The governor of Louisiana is a Democrat. The mayor is a black Democrat. They were responsible for the evacuation and their signatures, not Bush's are on the plan. If you want to make the argument that Democrats are racist and want black people to die, that's your prerogative. Some other myths on racism such as the cannibalism claim are debunked
    4) Frozen under pressure Gov. Kathleen Blanco

Just to side track a little to New Orleans, I met a professor who barely escaped New Orleans, what he told me was, one year before the catastrophe the local newspapers had written a full page article on what will happen if a hurricane just pass by and not a direct hit. It described the scenario exactly what happen 1 year later and also about the delays in rescue operations caused by the inefficiencies.

Have not seen that newspapers so can't verify. But I think this is known in management judgement as discounting of the future. You are in good shape and you fail to address what will happen in the future because you feel good today and believe that the future is far off.
