You register your accounts at google and overture and they take some credit card details. You then create a few different adverts to point at your website and decide what sort of keywords you want to target. If your site is about cheese you target the keyword cheese and they will give you some other suggestions to include as well. Next you decide how much you want to pay everytime somebody clicks on your advert. Choosing the most popular terms means you pay more. Normally its best to start with the lower volume terms.

Sign up with the PPC company you want to advertise with, read their materials and get rolling. Adwords is the best out there at the present time. As to "how it's done" that's like asking how is surgery performed. It's not a simple one line answer and there are thousands of potential variables depending on your market and what you're looking to accomplish.
I would advise not to begin your PPC campaign until you can properly track your conversion rate. The amount of click fraud that goes on is criminal (perhaps literally). I agree that adwords is the best right now, although many people on this forum report that Overture has a better conversion rate.
