If PayPal reports to Merchant a file or files that appear to involve child exploitation, Merchant will take immediate steps to prevent access to such files and respond to PayPal within one business day detailing its actions. PayPal will evaluate Merchant's response and procedure established to prevent access to the files reported and reserves the right to close, suspend or limit access to Merchant's PayPal account(s) for failure to implement an adequate procedure for preventing access to such files. I dont think you can remove the limits because it's clearly break Paypal's A.U.P! If it's US paypal account, please PM me your Yahoo/MSN, I may help you! (but not sure)
Is there a thing in paypal like you had given as partial limitation ? Limitation in paypal means you cannot send or request money until you provide enough documents. In your case you can remove the donation link and write to them within one week your limitation will be removed if they find its genuine
