Hello, is there a way I can add a bar at the top of my page that says something along the sort of "Site Best Viewed in Google Chrome" for all non google chrome users?
My question would be why do you have your head up 1997's backside. The ENTIRE point of HTML, CSS and the internet is to be device, and therein browser, neutral. Dictating or even suggesting the user change their browser is outright stupid at best, insulting at worst... and pretty much throws the ENTIRE reason to be writing in HTML, CSS and to standards out the window. Trust me, the world is a better place without the "best viewed in bars" like the peak of the Nyetscape vs. Internet Exploder browser wars of some decade and a half ago. Hell, it's why I still use the joke "best viewed with eyeballs" on most of my sites... because that type of asshattery is best left in the past. If you can't deliver the same experience to Opera and FF users, and at least a functional page to IE, you probably shouldn't be building websites.
