Mac. But they are too expensive. And Windows has alot of stuff for it. But if I was offered both I would take the Mac.

no HTML and PHP should parse like usual, there's only a difference if using something like Safari VS IE or VS Firefox, even still minimal changes notable. The best OS for designing a website would probably go to Windows. Windows is by far the best choice because for one a PC can be custom built with whatever you want, VS a Mac which still forces you to buy everything in one shot. I've looked at their pricing and its outrageously high. For their $1200 or so I could build myself a gaming rig with HIGHER specs and even hook myself up with XP or Vista for a LOT less and be able to play all my games while doing my design work.
That's just ridiculous, it's like saying that only Ford can build cars that have all 4 wheels aligned properly. The best tool for the job is always the one you're most comfortable using. There is no "best OS" for creating something as agnostic as a website, particularly when you have browsers like Firefox, Safari and Opera that run on many OSs and then add IE and they all can possibly interpret the CSS differently. My tip for building websites : DON'T make it "IE only" and DO test on multiple browsers.
