If i wanted to buy a online arcade script with flash games would i be able to charge users to pay to play on the website?
I would assume so, but it probably depends on the particular script. Some scripts have limits on commerical use without having to pay additional fees. You'll have to contact the script's developer to find out.
If you want a simple yes/no answer, then assume the answer is no. There is no universal set of rules for such scripts. The rights to how a script or game is used are controlled by the author or owner of the rights. They may have only sold you the rights to use it for personal or non-commercial use. They might have sold you the rights to profit from the script. There should have been a terms of use included when you purchased the script. That would be the place to start. In addition, even if the owner of the rights to the script says they give you full rights to do so, you may still be liable for damages. If the script writer did not write (or does not hold the rights to) all of the games in the script, then you can still be liable. If the script uses an emulator for old Atari games, for example, then you would need permission from the game manufacturers to be legal. Basically, there is no easy answer.
