Use the adwords preview tool https://adwords.google.com/select/AdTargetingPreviewTool In the location box you can choose - country - state - city
It looks that you don't have much knowledge regarding adwords, please don't use it or you are going to loose all your money. Hire some expert. And to view the ads you can use google adwords preview tool
