Can you pay other webmasters to put a banner with your affiliate id on their website, and can you use programs like adbrite (not adbrite in particular). I'm not talking about clickbank or CJ or anything, mainly pharmacy/adult affiliate programs. Do these types of affiliates allow this?

When you talk about adult banners you would rule out all the webmaster with mainstream sites, you would have to approach those types of sites directly to purchase banner space..

Adbrite makes it easy ;). Like experienceadvetising said, you would have to contact these sites directly, more so for the adult banners.

The sites owners will have to approve of your link/banner before they put it on their site, but I'm sure some people would allow affiliate links, as long as it isn't in competition with whatever their site is advertising or representing.

Hustla, what you might want to do is focus on some mainstream merchants or offers in CJ or Linkshare and build out some sites or blogs with some original copy to get organic traffic. Let me know if you want to discuss further.
