I am not sure I understand the question: would you like to know if the directory submission on non-english sites is harmful? If that is the question I believe that it is not harmful. I manage a non-english website and I submitted in many directories and Rss feed directories. I cannot imagine any reason why this can hurt the website.
I will not say its harmful but its of no use both for your site and people..... Because if I am a Chinese and I don't know English and you are posting on a forum in Chinese, when I have no understanding you won't have any click and so no back-link.... But its a matter of consideration that many non-English sites use Black-hat and if Google ban them there is a one negative vote to your website.... I hope this helps.....
Submitting your English website on non-English websites is completely irrelevant. If you are doing this, it won’t bring you any benefit.
