Does Nofollow influence the optimization of a URL?

In a forum where people put external links. is it true that internal links should be more than external. And to limit that external links I need to set post posting external links to nofollow? Does this make sense. Im an SEO newbie. Thanks

    It's true to some extend.

However if you put nofollow in too many places, some people who are looking for backlinks from forums won't join your forum and it may somewhat "die".

Just use your common sense. topic title and sigs should have no nofollow. name links or "reply" links should have nofollow. It's unavoidable for forums to have lots of external links. Search engines know that and will "make an exception". Don't worry.
