Nofollow ability on links

Sometimes I want to link to a page without having the search engines follow the link. This happens especially when I want a critique of a new section on a site thats not quite finished or when I'm keeping strict control over links going to a site.

 

Well there you go, how do I add that to the link? just URL="http://website.com" rel=nofollow inside the box things?

or put it in the robots.txt file

User-agent: *
Disallow: /thisdir/

that bans all bots from that Dir

i read the question wrong, it never said another site, i thought he ment member of his own sites.
