Why would anyone buy a shoe? Never mind how cheap it is. (That means cheap shoeS would be a better choice of domain name.) It can be OK to have a domain name in English in Russia, but I'm not sure cheap shoe (or even shoes) is quite right. Most people will understand shoes, but quite a bit less will understand "cheap". I would combine words - <Russian word>Shoes.ru, for example.

The next thing I would do is research your demographic. The financial systems in Russia aren't as developed as in the UK, EU, USA, Canada, etc. People aren't as confident about purchsing online, too. (Although it's possible, it's not as common and some sites even accept cash on delivery.) You offer Western Union, but there is no recourse for that. A bad choice.

There's a stupid "icon", "widget" or whatever following me as I scroll up and down the page. That kind of stuff is useless junk and annoying.

Anyway, the point isn't the site, but rather your demographic is wrong. Start up a boutique in St Petersburg, Moscow or one of the other affluent cities in Russia instead.

Try facebook, using contests and offers.
Also you need to work on your site, like ryan said.

This usually happens when the IP is marked as high risk, e.g. for spam / fraud. If it's shared hosting, this definitely needs to be cleared with the host as it could be another user. If not, maybe there are issues with the site.

Deal with the anti-virus situation as a priority. If you don't the search engines will penalise you until the problem is fixed and display a warning message to searchers.

This is unlikely the reason for your site have no traffic, but you need to fix this before trying to promote your sites.
