Not to my knowledge. Google has strict policies about the display url matching the actual url but nothing that I'm aware of about tld's.

Have you tried to recreating a couple of the adgroups and ads etc ?

Also have you used the ad diagnostic tool to see if that shows why the ads are not showing ?

I make 2 Adgroup and 1 Adgroup have 3 Ads.
And 1 Ads have 1 Keyword.
This Diagnostic Tool, are u have this solution.
    Reason
The keywords you entered is not currently trigger any of your property ads.

    What does this mean?
You may receive this message if your keywords have been added:
    Experiencing a delay server.
Recently added to your campaign. You may have to wait a while as your keyword goes through the review process.
Has been removed from your account.
Rarely searched by users. (Your ad will begin showing for this keyword once users start including it in the search query. You do not need to do anything.)
    What can I do
Check your campaign or ad group, then make sure your keyword is active. To find a keyword and / or status within your account, you can use the search feature in all our accounts. This feature finds matches between keywords, ad text, and ad group or campaign names. You'll find the search box at the top of every page in the tab 'Campaign Management'.
Learn more about why your ads are not visible.

no one is searching for your keyword. You might have choosen a specific keyword that no one searches for.
If you for example use the keyword "oil spill" a lot of people are searching for it right now, and the ads tied to that keyword will get massive hits. If you have a keyword of lesser popularity like "purple lavendar candle lights" that might not be the most popular phrase on Google and will thus be searched for much less.

Try adding more keywords which describes your niche.

Agreed, try to get at least 10 keywords into each adgroup and then see what happens over the next day or so. If your having trouble thinking of keywords, use the Keyword Suggestion Tool.....

Now thats a little worrying :)

Many online ad programs, including AdSense, will sometimes show default ads, or public service announcement (PSA) ads, when they have no paying ads to show. This can happen for many reasons, especially when their spiders crawl your pages for content.
