When we join new editors, we're only pretty sure they have the ability to become good ones. When they request further permissions, we can tell how well they've done so far and suggest remedial actions if needed. It's one of the reasons I always recommend that new editors ask for a cat check before making new permission requests. Some editors would say that it's harder to get a second cat than it is to join in the first place. Certainly the acceptance standards that I apply are higher. However, once the message clicks into place, getting further permissions should be a whole lot easier.
