Can you share us your PC configuration? My PC was having same problem and I identified what the problem is? I have a hard disk of 500 GB but my RAM is 1 GB only and processor is 3.00 GHz (Pentium 4). My PC was showing the not responding problem due to load mismatch. I just change the hard disk to 80 GB and setup window XP again and after then my PC is ok till now.

i think your system is infected with a virus, clear it with a anti virus tools with a updated patches and check it and remove the startup programs by using msconfig command.

That's an irresponsible reply. And is frankly quite childish.
What you need to do is press every key on your keyboard all at once, and hold them ALL down for at least 60 seconds. That will usually clear most computer errors.

Is this happen after installing any software/tool? If yes, i would suggest you to try restoring your computer to the previous restore point, which should be created by the computer automatically. To restore your windows, simply go to control panel > help section

Try clearing all your data on your hard drive and repartition it. Install a new fresh copy of Operating system and you are good to go!

Choose option of format. Copy your useful data in to a disc or CD, then start formatting C drive, may be this error occur because of corrupted files or software in C drive.
