It is a PR5 forum with PR4/5 pages and you can have Signature Links on it and these are not nofollow. As, the forum is not much active there are less links on the pages but in short, hes selling a url of the forum where you can place sigs and we all know sig links alone wont get you some PR boost but these can of small help.
Also, the homepage is PR6 and forum [ domain.tld/forum] is PR5. You may find the title of the thread kinda misleading but then again why will anyone give away links for free !!

Straight forward and honest, thanks, I do not agree it will not give a PR boost but these things are impossible to prove one way or another.

I do know my posts have been indexed by Google,

Someone should point me to another site with PR5 internal pages where you can freely add links, there are not many.
