No more sites to exchange links with. What now?

Let's say you have a website in a popular niche, but there are only 20 or 30 decent websites in the niche. If you've already contacted all of those websites about link exchanges (and obtained several), is there anything else you can do to increase your ranking? I'd rather not exchange links with sites that aren't directly related to mine.

Well, this is a good start. Exchanging link with unrelated sites its useful, and may even drop your serp results.

However, 2 way links are over rated. Try to concentrate on getting one way links. You wont get these with an email campaign, but you will get these by writing articles, creating blogs that are regularly updated and submitting to directories and links on forums

try to make sure all of the links are form relevant niche related direcories/blogs/forums.... and use the key phrases in the inbound links, with relevant content surrounding the links

seo expert agree with that link popularity is now considered by most SE’s to be one of, if not, the most important factors that determines a site's ranking in the SE.

I find that hard to believe unless it is Luxemborgian Animal Porn.
There MUST be more sites. If not get some presell pages instead to context the links

She is telling you that they must be more sites to be linked from. She picked a random topic that would probably have very few website.

Make 10-15 blogs. Regular posting on blog will increase its ranking. Add your website in these blogs to get backlinks.

Try to link with sites that have a different approach of the topic you are specialized on and complementary topics...
