Only Google, Yahoo and Bing follow noindex meta tag. But all search engines considered meta tags.

It is a instruction command for Search Engines bot or Crawler.

It is followed by Google Bot, Yahoo Slurp and Bing Bot as well.

Y!, Bing and Google obey it. Many of the rest small rogue little spam harvesters don't.

Some people say that now meta tags are no more used by the search engines, but until they are left out completely why the hell not fill them out? Meta tags are the way by which the search engine reads your web page content and decide to rank us. It’s true that there is so much more to rank in search engines besides this, but this is one way and it is still there so why to leave it?

Yep, the nofollow/noindex tag will apply to all search engine spiders.
