    How to set up no follow attribute for all outgoing links in my forum?
    Can this be done using robots.txt or .httaccess file?

    It can't be. If you are using vbulletin, there is a mod for this in vbulletin.org

    If you are using mybb there is a plugin that does that as well. For most software it's a matter of altering their parsing code of urls.
