I disagree. If you don't care about PR and then why you do link building? You can improve your SERP even without link building. Then what is the importance of link building for you, if you don't care about PR? Just say, only those don't care about PR, who use to fail to achieve it always.

SERP means Search Engine Result Page. I don't have interest on blog commenting kind of noob tricks. Hence I cannot suggest any idea about blog backlinks.
Ok But i m starting creating backlinks from high page ranked do follow blog they helps me to improve my rank and alexa.
Because webmaster of those blogs are noobs that they approved your links in comments. Most are auto approved comments, hence I term them as newbie webmaster.
That improvement is temporary. As Google will update its algorithm, your ranking based on blog comments will be go downwards automatically. I am aware of many blogs which were in page 1 for their specific keywords with the help of blog commenting and now they are in nowhere to get counted.
According to my point of view Reciprocal link exchange is good for permanent backlink. and if talk about permanent ranking , ranking always fluctuate can not be permanent any more . we try to maintain our quality backlinks that can help to maintain or improve your ranking ....
No-follow link is also valuable. Emphasis on the Do-follow links because Robots can crawl through the link. That helps in ranking.
Quality backlinks are links fro better PR and relevant sites with no paid listing. Even 10 backlinks from quality site will work better than hundreds of worthless sites.
your strategy is right. It is misconception in our webmasters that no follow links will harm their websites or will be of no value. A back link is backlink. Though google attaches a little or no importance for do follow links, even other search engine as yahoo counts them as a quality backlink if they are on a quality websites or blogs.
"Google doesn't look at PR" <= and => "Nofollow and dofollow backlinks" are two different things. You still need dofollow to rank higher and with minor changes in SERP with my own website, I feel that PR is still important too. As much I can say, your 60% and 40% algorithm should work seamlessly.
Right, some interesting information, one of my competitors has 70% nofollow links and has just moved up to 3rd spot on Google, so these no follow links MUST have some influence as the other sites have not increased in PR significantly to boost them.
