No Bing Ads in 2nd SERP page?

    I noticed that the Bing ad spend kept decreasing, even when I increased bids, over the past couple of weeks. When I investigated my ad placements manually, I noticed that Bing had no ads in the second page of SERPs (10 results per page). Do you know if Bing stopped placing ads past the first page, or could it be from some sort of computer setting?

    I checked both IE and FF private browsing and got the same results.

    Well I got the ad of "Use google adwords" in the second page.
    Using Firefox, windows 7.
