I would think it would vary greatly depending on the type of business you are in.. do you have some examples?
What's "best" depends entirely on the specific market being targeted, and what marketing / advertising / etc. tools are able to reach and influence them based on their habits.

Any way to get advertising in any webmaster related arena would be the ideal method of traffic. Take for instance this forum, sig line would be a great form of traffic for those businesses. Just find where your interested visitors are, then find the way to appeal to them by advertising in any method that will give you the best results.
That still won't help you too much. Those are more "industries" than "niches." They each have several different types of groups of people who are influenced to buy and act in different ways. For example, let's use graphic designing. You can have large corporations as one market, small businesses as another market, and bloggers as a third market (among hoards of others really). They'll all be influenced to buy services in completely different ways. PPC might reach bloggers, for example, but not offline small businesses or larger corporate clients in the same way. This is exactly why you have to spend a good bit of time doing some real market planning. You have to know who your market is and what influences them before you can begin to think about tactics.
