NHS in a mess, should we provide free for all still?

The NHS is in a mess, although funding is at an all time high so are numbers of patients. So should the free service still be provided as freely as it is? Or should newcomers to the country have to serve a qualifying peron in which time medical services are chargeable, or maybe insist that non or new residence should and must have medical insurance?

If I was incharge of the NHS I would
    • Sack all of the 'executives' and people like that who don't actually do something
    • Charge holiday makers, those who haven't been living in the country for more than 5 years
    • Stop wasting cash on the scum of the earth (murderers, etc)

    Then I would employ you!

What about charging all the drunks for fighting injuries?

    Difficult to implement.
Most medical staff feel kind of obliged to patch someone up, whether they have the means (or desire) to pay or not.
My personal feeling is that treatment for everyone in the UK should be based on clinical need and free at the point of delivery.
The trick is to moderate who we allow to come into the UK in the first place - but that's a whole different issue.
