I suspect that the Jagger update is another nail in the coffin of PR. Jagger seems to enhance the role of relevance. The problem with PR was that it became too visible and therefore too easy to exploit. Relevance is a more subtle concept.

By analysing it you can guess when will next 'G' update take place. But... no one is confident when will it take place. Only one can estimate time. Any proof that relevance is more important now for rankings? I would love to see actual evidence of this.
There are a lot of us that would like to see this. The proof is in the SERPs, though. If you religiously study the SERPs, you will see just how much relevance matters. I'm not stating that relevance is king, but you can find out for yourself just how much it does matter. -Scott
I'll give my 2 cents on this. I have a travel site about a place which can be spelled two ways. I have a link from the top site in the SERPS for this keyword, but this speling roughly appears on my site. Since Jagger, I'm ranking quite good for many of the 2 words combinations of this word which nearly doesn't appear on my site. But no way to rank for the other. However, let's say that the results for the first spelling that I do not rank are like 4 times the second.
Then how do you explain McDar's experiment page? It is still in the Top 20 with links are not that relevant.
