    Photoshop for the design and dreamweaver for coding. This design can easily be duplicated via photoshop.

    I think Drupal might be a good idea for this. It already has the search facility built in as well as RSS feeds and will make it extremely easy to update and maintain.

    You can change it to look just like the template shown above to, plus there are loads of free themes around that you can just upload and use.
