    I want to ask if you think it's legal to make a website similar to a news portal and import free news from BBC ?

    News without any copyright issues i think, free news released by the press agencies, news you are allowed to use how they are. A website dedicated only to this news, latest news with Adsense it's ok ?

    as long as you cite the location.

    you can't scrape/steal unless you cite.

    it is generally speaking: illegal to steal large portions of content without consent.

    yes, totally legal, aot of people do it.
    They pull RSS feeds into there blog and place adsense on it.

    Using RSS for Information Portal is legal unless you dont make any sort of ammidment in news or updates!

    Because RSS also shows courtesy of definative source

    If the source itself stated there that the content is free to republish, then it's OK. If not, don't ever do it, because they can make a complaint to authorities, and your website can be closed down.
