No, a like is not the same as a fan. A fan is someone that becomes "your friend" and a like is if they click on the like button. One way that you could get fans fairly quickly for your page is to go to Fivver.com and buy a gig. There's a whole bunch of them on Fivver. Just do a search for facebook fans and it should list a whole bunch of people that can get the fans or likes for you. Just be sure to check out their feedback to see if they are a reputable seller and deliver on what they offer. Hope that helps.
Fiverr is the cheapest and fastest way to get your likes... or you could go the natural way and post interesting content or have contests on the fan page. This increases the chances of having people like your page.
It's not about getting the most likes. It's about getting the most targeted likes. Much more valuable.
You can run contest and give out prizes to attract people to like your page or you can buy Facebook ads or Google adwords to advertise your page
