Yes. Wordpress is free - either to download and run it on your own server or to operate on WP's servers.

Though I only use WP for one blog that I'm involved in it is a good publishing platform and much better than Google's Blogger.

My preference is for Moveable Type but that isn't free.

If you are looking to keep the blog for a long time i suggest to use wp on your own domain/host or if you want to do some "tests" see how the things are going you could use blogger.com

Alex, check that the cpanel installer has the latest version. Often they don't. Installation isn't hard and once you learn how you'll find that it's not so daunting.

Cpanel may not offer the latest version, just go wordpress.org download the latest. Readme will tell you how to install.

It depends on what your host is..I use hostgator and they usually upgrade the version in time when there's a new version.

I think it is important that you install it by yourself... maybe its just me being the control freak - but I like to know what exactly I do to the files on my server.

Anyway, not all servers provide fantastico... and you will learn a lot installing wordpress, and it will also give you more confidence to install new templates and plugins, cos "you'll know your stuff!" :p

for casual blogging, you cant get more idiot-proof than blogger/blogspot.

if you're planning to go for profit-oriented blogging, i'd suggest wordpress hosted on your own domain.

as for scripts, perhaps you're refering to plugins?
    i have a bunch listed at http://www.whoisandrewwee.com/wordpressplugins

i use a number of them in my blog
