I'm wondering what people mean when they say "develop the domain name"? Do they mean put up a bunch of really basic web pages built from templates and put a bunch of google ads on it? Affiliate links? Do they mean put a few keyword rich articles on it with links to affiliates? Or, do they mean actually put a lot of time and effort into the site? I'm know people do all three, but what are we really talking about when "developing" a domain. I know this is truly basic, but I'd like to hear it from you guys. Oh, and example sites to illustrate what you mean would be really cool. Thanks
It basically means to add content or value to the site in some way, so that it starts ranking for a worthwhile term.

Well if you only put up google ads and affiliate links, you will be earning cents. Put more effort into it by constantly writing new articles, and you'll be earning dollars. Make it popular, and you'll be earning hundreds. Get lucky and you'll be earning thousands
By develop, they're also looking at building backlinks to increase the PR of the website, and build up rankings via sites such as ALEXA. They also look at building traffic up, as a constant audience also increases the value of a domain. The main things you're looking at are: Backlinks Content Traffic (unique, returning etc etc)
