I got involved in affiliate marketing a week ago and have reached these conclusions - which could be wrong. A `pure' affiliate site which just consists of ads. is of no interest to anyone, you have to have content on it. You have to protect your ads. from ID theft in some way - I'm investigating how to do this. It's probably a good idea to prevent the spiders from following your affiliate links - I'm investigating how to do this. Perhaps more interestingly, affiliate programs which say that you have to be in the US to join their programs do sometimes accept you if you are not in the US. This has just happened to me. My guess is that if your content is not country-specific, ie. if it is of interest to US visitors as well as overseas visitors, they'll make an exception.
