    I want to keep my visitors by making Adsense links open the advertiser's site in a new window after clicking it instead of leaving my page ..
    Is that against the Adsense TOS?

    Yes they don't allow this or any other changes to their code or behavior of google ads.

    I wouldn't risk it. It's really not worth it. I guess you could always ask them to be sure:

    You can't change ad code OR place it in a Iframe, so i'd say, stand still, read the rules and please, don't be a fool :)
