I have a new website, should I do massive link building or wait for the SE to crawl my site? What do you do when you deployed your new website?

The no specific time period that says when you can only start to do link building. The moment you have your site up, that’s the time, you link building should start.

Keep it slow and natural when you start link building. l'd never suggest a mass link building or submission. It should be 500-1000 submissions over 2-5 months. Keep blogging regularly though. Article marketing will help you in a slow and natural link building. And yes, you need not to wait for your site to be crawled. Once you start link building, it will faciliate the crawling only.
