New website project

I am looking for a designer who can help me out on a new project.

I need a site that can be used to rate care homes ( old people homes )

So example

Home : OLDSVILLE
Location : London
Rating : XXX
Comments :

i want the site to have blended adsense in the site so i can advertise related products.

Also i would like the site to be visible in all search engines and be seo'd on keywords such as care home review ect
