Honestly I also couldn't find it, but once you are logged in Webmaster Tools, just go to google.com/webmasters/tools/disavow-links-main and it will show up.
Otherwise couldn't find a link to it except the direct typing or pasting of the URL...not that intend to use it anyway, but sounds like a good idea.

It looks like you have the option of disavowing all links or none, is this true?

Answering my own question, you have to submit a file containing the links you want to disavow, Mr Phelps.
    http://support.google.com/webmasters/bin/answer.py?hl=en&answer=2648487

But which ones are likely to be hurting me? I thought that the page rank zero ones should go, but when I investigated there are a lot of forum posts referring to my pages, but the forum pages are unranked. That shouldn't hurt me, right?

Also, I am getting 22000 links from a web site with rank 7 on the main page, but the particular pages that reference my webpage are unranked.
And there are only a few links on the pages, though the anchor text is identical all 22000 times. Is this hurting me?

I have never asked for, nor paid for a link, I have about 8000 not including the ones mentioned above. Yet I am obviously
being stung by panda and penguin.

You can't completely disavow the links, at the end of the day google is consider that only as a suggestion and they'll have the final say

No, you can specify exactly which links you want to turn your back on. You can also select entire sites that you want to dis.
