I have recently created a local service website. The site was built with keywords and SEO in mind. We have adwords up and running. I have created listings with local company directories like google+, merchantcircle.com, angieslist.com, etc. I have submitted a site map to the major search engines. OK if you want to get other people to rank your site for things like PR to build backlinks etc naturally you have to think along the lines of "CompareTheMeerkat" sort of thinking, for example. If you want your site ranking by getting people to do so on site then you basically just need them to be adding the best quality content. However you say "getting google to rank my site" which is not exactly clear on what you mean?
You need to do SEO if you want your site ranked. You can start posting comments on forums related to what your site is about. This will help with the backlinking and getting your site out there.
Promote your business through Facebook, Twitter and other social media. Create blog and do linkbuilding.

You might contact some websites in the industry or in related areas and let them know about your site asking them to let their readers know about you with a link or on social media. I also agree with alphaomegalady that you should use social media to promote the business. Start by asking friends and family to like or follow your accounts and ask them to share it with their friends. As you post new and interesting content you will see your followers grow, as well as the traffic to your site.
Content creation is the main here, you should give time in creating meaningful, useful and fresh content within your site, it would help a lot in SEO and getting traffic, there is no doubt to it.
