Do you mean that the site owners have to follow the results of this tool and to write / add information about the services and products that would bring their websites more expensive adds?
Thanks for that. I'm here today actively catching up with what's going on because my site earnings have been hammered in the last 3 months (down by 60%!!!) and so I need to rework my site and add new stuff. This might help. God only knows I should have been updating my site all along instead of wasting my time watching daytime TV this year!

I see them as complementary, at least for Adsense publishers. With the SBKT you can see what the money phrases and words are, with the KTE you can see how much competition there is for those keywords and what the search volume is (ok you would want to do some more analysis of actual sites in that keyword space to get a real idea of the competition). However the bottom line, maybe no point going after a keyword that people are currently bidding $135 if there are few searchers and fierce competition in search. I don't know how volatile the bid data is that Google shows and how many bidders there are for a term for it to appear in the SBKT but I wouldn't want to go chasing glitches in the system.
