So anyways we are starting a website and i'd like to get some advice.

The website we are starting is going to be about kinda making fun of user submitted photos, and the thing is i dont want to have someone coming after me for having their pic on the site. What steps do i need to do to keep from getting sued.....

like a disclaimer? or a terms and agreements box?

Nothing. Anyone can sue you if they want. Whether they have a case is another story. A disclaimer can protect you from damages ultimately for certain things. Most important - comply with takedown notices.

Well write to the site and ask them if you can use their images. That would be the only way i would go about it.

well i would love to write them all but i mean its kinda hard when other people will be submitting the pictures, i am just giving them a place to do it. The site is being built right now and when it is all said and done i will drop a link and you guys can check it and let me know if you have any ideas for the legal side of it.

A disclaimer should be enough (one that says you are not responsible for the content), BUT comply with every takedown request you receive and apologize to them. This isn't that hard (except if you are very proud or something:)), and will save you lots of sweating and maybe money.

I suggest - A Disclaimer and Terms and Conditions agreement between your users
