    it can be done in wordpress but i think it would be overkill. the best solution from this would to hire someone to do it from scratch and create you a small custom cms to add cities and listing to those cities. i would be interested in doing this for you if you like. i am a professional freelance web developer and have been in the industry for over 10 years now. hope to hear back from you.
