There are two different "titles" when talking about SEO.

First, the title of the page:

The second, is an attribute of most HTML commands. It is commonly used in links and images:

<a href="http://www.mysite.com/" title="Description of the link">Link's anchor text</a>
<img src="images/myimage.gif" alt="Description of Image" title="Another description of the image">



And to describe SEO is to broad of a topic for this discussion.
