Digital Point is a mine of useful information but if it did more to dissuade members posting answers which do not correspond to the question posed in the thread post then mining would be simplified. How about a rule making it obligatory to read the thread post before chipping in with any old rubbish?
Responses that are not germane to the thread or that hijack the thread are deleted when found. When you see such posts, click on the bad post report button (triangle with exclamation point in the middle) and we will happily delete them and issue appropriate infraction. Since we already have rules covering the type of posts you describe there is not need to add another rule. Ignorance of rules/laziness is alive and well. Adding another rule won't rectify the matter.
If only it were that easy... if people can't be bothered reading the thread, do you think they are going to go out of their way to read a rule saying that they need to read the thread?
I'll be pressing the triangle (so to speak) in the future. From this day forth no way will any irrelevant comments go untriangled in my threads.
