    It is not new, it is quite old program, I tried it two years ago, my earnings were very very low, most visits were not counted and no ads played... so I stopped to use it.

    Pay per Play can be used with other ad programs. You just need to add a short code on your web page and it will play your ads when someone visits that page. SIMPLE
