    I just tried to underline the fact that at this point it will be hard for you to attract the potential submitters.

    I think that you could go one of these roads:

    1. accept FREE links from [for example] D.P. members, for a limited time > this way your directory will be populated - of course,
    in the meantime, you should start a long-term SEO campaign or

    2. start a long-term and comprehensive SEO campaign and come back with this [or similar] offer after your directory will be attractive for us,
    the potential clients
