Another strategy is article syndication, some of these sites charge you to post/blog, but E-zine articles is free and is an authority site in Google's eyes. I highly recommend it.

I think one of the previous posters nailed it - just take a look at a fair few of the threads in this forum and you'll quickly work out what the various techniques seem to be. And despite one or two variations on themes, I don't think you'll find anything earth-shatteringly new or different elsewhere, because there isn't anything! It's just a question of hard work with the resources you've got.
Article submissions are practically worthless from an ROI and duplicate content standpoint, but if you want to do them, be my guest. Some would equate that to spamming, depending on how it were done.
Have you already create a 3way link for your site? How about Classified Ads Posting? Blog Commenting? if not yet.. try to do some..
I was also thinking of other way on how I can boost up the site I'm working with using the Off-Page Techniques. Yesterday I was leaving a comment on community posting sites such as Yahooanswers, yedda and many more. Then I also leave comments on a do follow blogs.
I have recently gotten heavily into social bookmarking (del.icio.us, squidoo, diigo, and the like). Traffic has been rising substantially since I started social bookmarking, and Google webmaster tools is showing a good number of new links from some of those bookmarking sites. Even though it has nofollows, I use del.icio.us as my "master" bookmarking site, since most other such sites allow a direct import from del.icio.us. That makes it easy to quickly fill up the bookmarks section of a new social bookmarking site, simply by importing all the del.icio.us bookmarks at once. If you haven't tried it, give it a look. I'm seeing measurable growth in links and traffic.
I think article submission is not a bad idea. I only submit to 16 high PR article directories. However, submitting article to hundreds of directories is not a good idea. I have PR 4, PR 3 backlinks from article directories. I also, get about 30% traffic from article directories as my articles rank high in search results. Lastly, I think there is no duplicate problems with article submission and search engines. for example, if you search google for this "Back Pain Brings Bad News" You will the same article in first 20 results many times. I wrote this article, and the same article is ranking in the search results from different article directories.
for traffic sake you can try social bookmarkings, posting at yahoo groups. I also agree with one of the poster who said something about Ezine. It is really a good article submission site.
